Add 104 Addresses to existing DOI/DAI (CDC: BSC/DPC/SPC/INC/APC/BAC)

Is your feature request related to a problem? Please describe.
As a 104 Engineer I want to add Address Elements to a existing DOI/DAI which don't have Address Element yet.
Support CDC Types, like BSC that have both a monitor and control items to add an Address Element to.

Describe the solution you'd like
Extend the existing logic to support the new CDC types from issue #698. After this issue DOI's with CDC like BSC can also be selected to add Address Elements.

• Implement the Control Part of the configuration.
• Make it possible to select both Monitor TI and Control TI if multiple are available.
• Change check when to ask for a TI when a DOI is selected.

Control CDC have also a extra check to take into account, the control DAI elements are only available when the 'ctlModel' is not 'status-only'. If the value is 'status-only' there will only be Address element(s) created for the Monitor TIs.
