Check user role and engineering process stage

In our Editing mixin, the onAction event handler should be able to check the current user role and the current stage of the engineering process against incoming EditorActions as part of the action validation process. It should be possible for the user to override current user role and process stage globally. Information on roles and stages can be found in the standard:
