As someone managing copyediting but not review, I want a notification when an article enters copyediting #3357

User story
At my journal I am responsible for copyediting and typesetting, but not review. I have the role of "editor" in Janeway, but I'm not in Janeway unless there is an article to move through CE and TS, so it's tough for me to catch when new articles enter the copyediting workflow.

Describe the solution you'd like
I'd like an email when an article enters copyediting.

A more generic configurable notification system that fires as part of the entry into a new workflow element would be awesome!

I can see a Production Manager wanting this for Typesetting as an example.

So after I entered this issue, I realized there's already a notification_acceptance setting that I believe can be joined up with a Notification object, which would suit this particular use case, but I agree a more flexible notification system is in our future.
