[deconz] Backport SmartHome/J enhancements and fixes

The deCONZ binding was forked to SmartHome/J and has since lacked support in the openHAB addons repository. This issue is for discussing what to do with this binding and possibly backport changes from the fork.

Issues that would need to be tackled to make this backport possible:

• Some parts of org.smarthomej.commons are needed, for example ColorUtil.
