Support Pint 0.24

openff-units 0.3.0 was recently released with support for Pint 0.24. This update will be needed for Python 3.13 and possibly other changes.

Test this codebase against the new units packages and make a release that updates the packaging to use the new versions.

Not much to do there

I think #1990 will handle this - in a backwards-compatible manner!
