This PR attempts to fix the issue of the variable
TRANSCRIPT_LANG_CACHE_TIMEOUTnot being found. This repo accesses all other setting variables throughsettings.get, rather thansettings.{variable}, as dereferencing it brings us the DjangoConfLazyObject file instead of the setting variable
