The OBS manual currently is well hidden. One can find it in the footer, but this is not very obvious. It would be nice to have something like a help icon in the header that links to our manual.

This could also be done for the more complex parts of OBS, eg. the create maintenance page could have an icon / link to the maintenance setup section
