Research and submit an OTEP for log record schema support

There were suggestions that Log Data model includes information that describes the schema of the log record (of the body field and possibly of other fields).

Potentially a schema field in a log record may convey the following information:

• An identifier of the schema (e.g. an URI) that allows recipients of the log record to interpret the log record, particularly the content of the body field and possibly of other fields.
• A physical locator (e.g. an URL) that points to a machine-readable schema definition of the log record.

I plan to work on #1324 which may also cover this issue.

#1324 added Telemetry Schemas which should largerly cover the uses cases described in this issue.
I am closing this. A new issue can be opened if there are other use cases that are not served by Telemetry Schemas.
