This addresses a problem where
npm execis being asked to use a version of a package that does not match what's in the local tree, installs it in the npx cache, and then run-script puts the local tree's paths before anything run-script sets.It gives
npm execa mechanism to say "No really these paths should come absolutely first, don't put anything before them".
