The characters in question are part of "Syriac Supplement" block http://unicode.org/charts/PDF/U0860.pdf

I see that people are losing their patience for these characters. I think that we are close to finished, because these are the last non-CJK tofu for characters introduced in Unicode 13.0 or earlier besides the tougher Egyptian Hieroglyph format controls.

Update: I think I know who is drawing them!
