For next Style Council meeting, prepare a proposal re voting rights.
E.g.
Voting members: content designers working for

NHS (including contractors currently working for national NHS orgs)
DHSC or national public sector partners/agencies of DHSC

Non-voting members:

content designers working for private sector orgs supplying NHS or charities (can attend meetings and contribute to conversation)
non-content designers, including service manual team
