Can't choose photo folder in Photos

Describe the bug
Can't select source folder for media

To Reproduce
Steps to reproduce the behavior:
I click Photos Settings, select Media Uploads, choose Add Folder and can't choose a new location (see screenshot).

Expected behavior
To select a an alternate folder.
