[Bug]: when behind a captive portal with no internet access dozens of popups appear (untrusted certificates)

Bug description

When behind a captive portal with no internet access, the invalid certificate dialog pops up. If you don't do anything (in my case I was watching a movie fullscreen when the internet went out, so it took me an hour or so before I noticed the pop-unders), the popups continue to appear and you have to close them all.

Steps to reproduce

1. Don't have internet
2. Have a modem from your ISP that hijacks the request and tries to show you a page about how your internet is out

Expected behavior

You get at most one popup.
