This appears to be the same issue as with mine #3741

I'm in the same situation.

On servers where I don't use Docker, the same problem occurs after updating notify_push to the latest version. The solution on my side was by restarting the setup procedure of notify_push and following the steps on the screen:

occ notify_push:setup

(please do check for existing issues when reporting a problem, that saves the maintainer time that's better spend on fixing problems rather than de-duplicating github issues)
