Allow the active time period to be changed by selecting a specific time period within a timeseries chart (in the same way that is supported in other areas of the NR1 UI).

Note: at this time, it is not possible to change the value of the time picker from within a nerdpack. A feature request has been opened with product, but this requirement cannot be implemented at this time.

This feature is not currently scheduled for implementation in the NR1 platform. This issue will be updated if/when we have more information on timing.
