TPS through proxy for established connections
Connection rate that proxy+console+postgres can handle. Decide on whether we need some replication for the user credentials table to scale auth database horizontally.

Started some proxy-based benchmarks in https://github.com/neondatabase/proxy-bench. No benchmarks for console yet.
