Though quay.io/pypa/manylinux1_x86_64 doesn't include Python 3.9, quay.io/pypa/manylinux2010_x86_64 does, oddly quay.io/pypa/manylinux2014_x86_64 does not.

I filed pypa/manylinux#629 about the inconsistent manylinux docker images

Thanks! We now build Python 3.9 wheels (as of #11)

Btw, you'll be happy to know we also run check-manifest (#14), so hopefully the next release will be without MANIFEST.in woes
