Docker build is not honoring the memory limits #1362

$ DOCKER_BUILDKIT=1 docker build --memory="1g" -t my-app . 

$ docker --version
Docker version 19.03.3, build a872fc2f86

The kernel kills processes after OOM because docker IGNORES the "--memory".
If you remove the DOCKER_BUILDKIT=1 then everything works as expected
