Deal with BLAS thread numbers more simply

There's still some hacky stuff in this package involving the number of BLAS threads. That probably shouldn't be happening. I think that — in the time since I wrote that stuff — the situation has improved. See this thread for a lot of discussion, but also JuliaLang/julia#55574 for an improvement that may be backported to julia 1.11.
