Make powerline-vc dependent of vc-modeline

Could you considet to do the vc entry dependent of vc-modeline? Right now there is not way to inhibit it and for compatibility maybe the best to do is to rely on the default emacs variables for that.

Hi:

It is is simple, just add a custom or respect the emacs custom for vc-mode-line. Calling mode-line updates on slow remote buffers may be slow. In emacs I can inhibit this by setting to nil vc-mode-line-hook in remote files.

It's unlikely I'll get to this any time soon but I'd be happy to review a PR to do this and it'd mean getting the change in. I'm not currently maintaining this project actively but am watching for PRs and major issues.
