There are 2 places this could become an issue,

  1. When we create a cloned PVC
  2. When the CSI plugin restores a PVC from a backup

We should mitigate this issue as much as we can on our end.

FYI @kaovilai @dymurray We encountered this issue at both the places listed here. (customer case with portworx volumes for VM disks)
