Any template version after 3.21.0 for bundle version 3 would have v2
Any template version after 4.4.0 for bundle version 4 would have v2

Rely on this index.json: https://functionscdn.azureedge.net/public/ExtensionBundles/Microsoft.Azure.Functions.ExtensionBundle/index.json

And build out the template urls from those version since they are static and haven't been changed.
