Summary

In the 6/14 integration, the openDebugger() method was implemented here. It has been added as a placeholder method to allow CI to pass, but needs to be fully implemented in the future.

Motivation

Implement new method to match upstream changes.

It looks like this is just to enable JS code to invoke the debugger window (which we should already have, it's in the dev menu).
