CoreGraphics: Finish migration to D2D and merge to develop

This work would involve the following at a high level.

• Getting to feature parity with develop (we have a last set of features and tests).

• Merging CoreText work into new CGContext.

• Validating against our test collateral.

• UIGraphicsFunctions are broken in CGD2D #1642

• Merge #1620 to CGD2D and use it for all draw calls #1635

• Remove CGBitmapContextCairo and move CT stuff into CGContext #1634

• Fix creation of D2D figures when we use simplify to add geometries to path. #1419

• Verify CIImage works after D2D migration #1418

• [CGD2D] UIPasteBoard needs to reach parity with develop. #1338

• Reintegration of Accelerate Framework using the new CGImage implementation  #1285

• Reintegration of QuartzCore Framework using the new CGImage implementation  #1286

• Reintegration of ImageIO Framework using the new CGImage implementation  #1287

Validation issues against test collateral are not open yet.
