I'm assuming you're referring to initctl? WSL doesn't use it. There aren't "run levels" as such, since there's no Linux kernel. See also #791

Hi @gjkhome -- could you please edit your initial post to surround the block of command-line text with three backticks (``` ... ```) rather than just one? That will handle newlines correctly which will make it much more readable.
