WSL version 2 hangup after enable systemd in Rocky Linux

Repro Steps

Follow steps in https://docs.rockylinux.org/guides/interoperability/import_rocky_to_wsl/

1. Download Rocky Linux container
2. Import with command: wsl --import Rocky C:\WSL\Rocky Rocky-9-Container-Base.latest.x86_64.tar.xz --version 2
3. Run wsl, it run normaly (i have only Rocky Linux distro or mean it is Default distro)
4. In Rocky Linux WSL, add file /etc/wsl.conf with bellow content and save it:
   [boot]
systemd=true
5. Ctrl + D to exit WSL and run wsl --shutdown
6. Then run wsl again and it hangup that verylong time (i never show it done)

Ubunto distro normal, but before error, i have been success start many time of Rocky Linux in WSL with systemd enabled. I try terminal, unregister and import again but it still hangup. I try sfc /scannow and DISM /Online /Cleanup-Image /RestoreHealth but it not help
