Steps to reproduce

How I got the issue
OS build used: Windows 11 build 22635.3130
PowerToys version: 0.77.0

Run Powertoys run without battery savers and with transparency effects on. c)

✔️ Expected Behavior

The line should not be a thing

❌ Actual Behavior

There is a titlebar-like line with the Windows 11 Mica effect that should not be there.

I'm uncertain whether this is actually a duplicate of #31008; I just experimented a little more - this bug only seems to manifest when the Mica effect does load properly.
