Define a variable CCPP_NUM_INSTANCES in common.py defining the max number of instances per MPI task.
Testing:
Ensured that this builds correct code for SCM and UFS weather model. Needs to be tested with NEPTUNE to ensure that the max number of instances is being defined and used correctly.
