Solving this means letting servers participate via federation with rooms they're not yet in. This would also be useful for:

  • Syncing E2E device_lists of invited users
  • Stopping rooms winking out of existence when everyone leaves
  • Rooms-as-(extensible-)profiles
  • Rooms-as-device-lists
    ...and a few others.
