Upgrade staging schemas path in 5.x

Copy contents from hub-internal-config-version/schemas to ml-config/databases/<staging_schemas_db_name>/schemas
Since there is no upgrade path from 2.x to 5.x, step 1 is done only for paths 4.x to 5.x
