I could be wrong but it appears this results in a Subversion Edge server that is running in UTC regardless of the host server time? That means you have to schedule your backups in the Edge admin console to UTC time, not local time to get the correct timing of the backup if you are not already in UTC time.
For example running this in Seattle you need to set your backup to 6am if you want it to actually run at 11pm Seattle time.
It would be enhanced by taking into account the hosts timezone in the dockerfile somehow?
