[IMPROVEMENT] Longhorn v1.1.3 and maximum supported Kubernetes version

Since v1.1.3 will not be compatible with Kubernetes v1.22.x, ref: #2971
Maybe we can add the maximum Kubernetes support limit, as we already raise the minimum requirement, in this PR: 3252

Validation - PASSED

Tested with latest chart source and helm3. When the Kubernetes cluster version is higher than v1.22.x, error message will show:

$ helm install longhorn ./chart --namespace longhorn-system --create-namespace  v1.1.3
Error: INSTALLATION FAILED: chart requires kubeVersion: >=v1.16.0-r0 <v1.22.0-r0 which is incompatible with Kubernetes v1.22.3+k3s1
