Add Watchtowers

It would be cool, if a list of watchtowers could be configured.
I don't know if it is really as easy as: lightningdevkit/ldk-sample@main...sr-gi:ldk-sample:watchtower-signer

Well, AFAIU the linked PR makes LDK compatible with third-party watchtowers (i.e., we're able to provide the necessary details etc.). We would be very open to add APIs for such an integration to LDK Node, once a compatible third-party watchtower would be available. I think rust-teos had plans to add LDK integration (see talaia-labs/rust-teos#133), but I'm not sure how far they are.

So TLDR: we don't currently support watchtowers as we're not aware of any production-ready implementation, but would def. accept PRs to add such support.
