Node Launcher won't start

• What is the current behavior?
  When i try to launch/install the latest node launcher (Windows.Node.Launcher.exe) it does nothing (except circling cursor for a few secs.)

  To start/install the node launcher

Just found out, that the process is running somehow in the background but no GUI.
