Create a python package out of paper-spray

@biswajitsc @kumarkrishna paper-spray is a pretty cool thing and I've deployed one for me. It would be much more convenient for someone (like me) who don't want to share the same list of papers if we factor out the code to create the paper lists into a separate python package. Then we can roll out a PyPi package installable through pip. I'm willing to give few hours this weekend to work on this.
