Add missing features for Managed Cluster (AKS)

An umbrella issue to help track/plan the requested missing features for AKS deployments.

These features should be able to start coding once the common functionality for #3402 is complete, then updating existing ManagedCluster functionality to use this as a dependency versus today's v1 GO SDK.

This is a relevant dynamic query for all AKS + Feature labeled issues which contains other things such as E2E tests or items which are not immediately able to be coded on after the dependency update.

Now that the SDK is updated for managed clusters to v2. I'd vote that #2498 is the top priority new feature to add so people can more easily/properly utilize workload identity.

I'm closing this out as we've closed almost all the issues here and we will continue to use the label issue query above here to address/prioritize new feature adds.
