Let's first get image publishing and multi-arch images working for node-registrar (https://github.com/kubernetes-csi/node-driver-registrar/blob/master/cloudbuild.yaml, https://github.com/kubernetes-csi/node-driver-registrar/blob/master/Dockerfile.multiarch), then plan how we extend that to other repos.
