To reflect changes from kubeflow/katib#2245, Environment Variables for Katib Components page on website needs to be updated.

The PR introduces an environment variable option to skip DB initialization when Katib is used, so that users where separate DB admin process exists can bypass DDL clauses in katib-db-manager.

Since I've worked on the PR, I would like to create a pull request on the documentation update.
