When a library is not found, throw an output/error to install it #55

When searching for a library like 'bash configure_libs.sh glpk", if the library "glpk" is not installed in the system and can not find via "find" command, the existing script still writes blank lines to (or .) to the .bashrc. Instead of this, we need to clearly output that the library is not installed. This is especially true in the case of "glpk". The script didn't throw any error, and I thought everything is working. But it didn't compile. Then I have to give some thought and install the library manually.
