Purpose of stage1 images?

Hi!

If OMG is using prompts to generate background scenes, then why do we need stage1 at inference time? Although main step is stage2 that implants face and also generate background image using prompts. I just couldn't understand the main idea behind stage1. Need some clarifications on first step (1st stage).
