cm_test_all_sandia reproducer instructions are missing --with-cuda-options

The call_generate_makefile.sh reproducer script is missing the --with-cuda-options flags:

I noticed this because the reproducer instructions for #673 were missing the rdc option.
I think just adding --with-cuda-options=${KOKKOS_CUDA_OPTIONS} would fix this.
