When
MultusConfigFileis not set toauto(configManager is nil) the WaitGroup is initialised and then waited for, immediately exiting Multus. This PR only waits when configManager is not nil, otherwise it waits for the context to complete (which happens from the SIGINT / SIGTERM handlers)
