use case: converter from old ASCII format (.srs) to new XML TPDB format (erroneosly named XTC).

This should probably go in TPDB.XTC.Write (currently, there's only .Read)

this is important because SRS enumeration wants to use this:

to submit problems to tpdb
to upload problems on starexec and run provers (which cannot handle the old plain format)
