You are running Python 3.12, which is not supported.

Resolution

  1. Uninstall python3.12 using Control Panel
  2. Install Python 3.11.6
  3. Make sure to check Add Python to path
  4. Restart your shell and try running pip install animdl

Just for information, is 3.12x ever planned to be supported or is using 3.11x the long term solution?
