Adding Artalk commenting system to the theme

Hello，in my opinion, makes perfect sense, as Artalk is the most compatible commenting system for the Congo theme. It is easy to customize, supports both light and dark mode customization, and integrates seamlessly. After integration, the styling looks similar to the example below。

( not that that means much ;) )
I've been toying with integrating Cactus Comments but haven't gotten around to it
