Tags should be exported by default (as is done by Emacs). Furthermore, the tags export setting must be respected, making it possible to disable tag exports.
As usual with org-mode, presentation of tags is not consistent. E.g., the LaTeX exporter uses : as a separation character, the HTML exporter uses non-breaking spaces, and the ODT exporter uses a colon surrounded by spaces. Some exporters use small caps, others wrap tags in square brackets. A generic representation suitable for most formats supported by pandoc must be chosen .
