Clickable citations links/anchors

Hi,

I'm experiencing the same issue as jgm/pandoc#1117 (using ieee-with-url.csl style in case it matters). Since 2015 pandoc has switched from pandoc-citeproc to using citeproc library directly so maybe there was a regression?

In any case for now the [1] links aren't clickable (while the links in the bibliography are).

Works for me, you must use the correct metadata:

link-citations -- default is false so you must specify it...
