Problem with the Jenkins installation and setup page, source file

Accessing https://www.jenkins.io/download/thank-you-downloading-windows-installer

Results in a redirect to http://mirrors.jenkins-ci.org/windows/latest

And the message: You don't have permission to access /windows/latest on this server.

CC @MarkEWaite @olblak . The download link was changed in 3b8ee9a#diff-78ddae14039207b4be034802a37930f0 , and it looks like mirrors have not been fixed in the packaging scripts.

Thanks! We detected yesterday that the release process for Jenkins 2.244 did not update the link for latest (INFRA-2673).

I'll be investigating the log files today to understand what caused the failure and to see if I can apply a near term fix before the next weekly release.
