Adding Notes of Powershell install Script to readme

It might be worth adding a like to the Wiki page in the readme.md and noting that you can install with the Powershell script if the batch scripts fails. I tried the batch script with 2018.2 on Windows 10, and it did not work. The PowerShell script worked beautifully on Windows 10. Let me know if you would like me to submit a PR outlining this, and I can whip something up.
