The most fundamental reason is that the Linux version you are using is too low and does not support accept4.
Because of this, all new programs are destroyed.

I use the latest version (alpine-minirootfs-3.21.3-x86.tar.gz), it has the same bug:

accept tcp [::]:9999 function not implemented

which version has no bug?
